While the Kimberley Process Certification Scheme is managed and formulated within the forum of the tripartite Kimberley Process, which is a coalition of governments, industry and civil society, it is enforced at the national level by administrative bodies that have acquired their authority through legislation and/or regulations ratified by their governments and national legislatures. The agreement to pass such legislation is a condition of membership for a country joining the Kimberley Process. In the case of the European Union, regulations approved by the European Council are enforced in all EU member states.
